Two opposing Plans On may 29 th 1787, the Virginia Delegates proposed a new plan for government, that was later called the Virginia Plan… made by James Madison. This ideal made government have 3 branches, Legislative, Executive, and Judicial. There was a problem with this however, the bigger states would have more votes and the smaller states would have fewer votes. Constitutional Compromises The great Compromise A committee with Roger Sherman in command in Connecticut came up with an answer to the problem about the smaller states getting fewer votes than the bigger states. Which was that Congress have two houses a House of Representatives, and a senate. The delegates later accepted this plan. The Three-fifths Compromise Then an argument sprang up, do southern slaves count as population? Because if they do then that means that the southern states would have more votes. Then they came up with a solution, five slaves would count
