History Social welfare is a  national system of  programs, benefits,  and services that  help people meet  fundamental social,  economical,  educational and  health needs. Social work is the  practice of a  professional activity  of helping  individuals, groups,  communities, etc.  SW was not  recognized as a  profession until the  late 19 th  century.
