It need not have heavy policy content but those are often of most interest. This is a little harder to help with. The topic is so broad. Pick a paper that is partial-equilibrium focusing on a single good. Often journals which are not too technical are in: law and economics or development to mention two. Some agricultural economics journals are not too technical as well. Also, one can find short papers on government or NGO websites that are often policy oriented but not too technical. ....
