Democracy in Argentina 20 th 1983: legitimacy problem brings down military government human rights abuses, failed Falkland/Malvinas war, growing state debt Alfonsin of Radical Party elected president Democratic regime inherits debt, and assumes new debts By 1989, economic crisis (hyperinflation of 5000% for year) Justicialist Party candidate (Carlos Menem) wins presidency 1 st democratic transfer of power in 40 years, but not entirely regular: Alfonsin resigns before end of term

Menem’s response 1. Pegs currency (Austral) to US dollar stopped inflation Currency stabilized. Also allows purchase of foreign goods on the cheap, which puts domestic industry out of business, increasing unemployment. 2. To help with inflation & debt, “neoliberal” reforms: selling state industries (telephone, electricity, water, etc.) Complete U-turn Menem had campaigned on pro-worker platform. Selling state industries puts workers out of jobs ------------------------------------------------------------------------------------------------------------------------------------------------------------- Q: is democracy working when there are “policy switches”? If changing circumstances means this is what people want yes If voters don’t want the switch it depends on idea of democracy (procedural idea doesn’t require good representation)
