4/12/11 Diversity in the Police Department Diversity is mutual acceptance and value placed on differences among people with respect to age, class, ethnicity, physical and mental ability, race, sexual orientation, spiritual practice, and other human attributes. The Black “Police” White males long have dominated employment in police departments in the United States (Hickman, et. al 2001). The debate over increasing minority hiring in policing began during the 1960s (Stokes, 1997; Smith, 2003). The increasing the number of minority and women police officers has been seen as way to improve the relationship between the police and the community and thereby, increasing the department’s overall productivity (Walker, 1985).
