Your term topic question is the basis for each of the three major speeches you will present this semester (i.e. informative, persuasive, policy) as well as your annotated bibliography and issues analysis. Examples of term topic questions are: Should the United States immediately withdraw all combat forces from Afghanistan? Should Pennsylvania legalize medical marijuana? Should Philadelphia implement a "soda tax"? These are all examples of public issues and public policies. They require public deliberation and focus on specific policies that can be enacted, amended, or abandoned. There are seven criteria a term topic question should meet. 1. It is a question. Term topic questions are always posed to the audience as “Should…?” * You are asking the audience “Should we take a particular course of action for the betterment of our community?” 2. It deals with an existing or potential disagreement over public policy. * You are not asking about whether we should have done something. We cannot change the past. However, you can suggest a course of action to fix an existing problem or avoid a potential problem . 3.
