19:25 Digital Rights Management is defined as the term for access control  technologies between copyright holders and their consumers concerning the limit of use  within digital content and devices. With the transition to digital television and new  technology (such as DVD quality), the new equipment allows consumers to easily record  new digital content without the expense of degraded quality. The Federal  Communications Commission has acknowledged this new innovation in digital media  and wants to stop all illegal redistribution of media that may be recaptured by  consumers. The movement is to establish a broadcast video flag that will notify the FCC  of redistributing actions that over reach the boundaries set. Supporters of the digital rights flag want to restrict digital copying with the  transition to digital television as such those consumers are not recording and
