A plebiscite is a decision made by people from the plurality of votes. This is a consultation by the leaders for the public to express by direct popular vote on a particular proposal. In Puerto Rico there have been several referendums to define the status of the country. As an option we have the commonwealth, which has been the political choice of the Popular Democratic Party and defined since 1952. The Statehood is a New Progressive Party's option, which is the incorporation of Puerto Rico as a state to the U.S. Federal Union. The Independence, full sovereignty claims and whose representation is the Puerto Rican Independence Party. And free association is an agreement between two sovereign nations, a kind of independence. A large section of the Popular Democratic Party identifies and promotes free association, but has not yet agreed to the terms of the pact. Currently Governor of Puerto Rico, Luis Fortuño, announced the holding of two referendums in 2011 and 2013, for Puerto Ricans to decide the status of the island in its
