Using the findings that emerged from the logic and process above, we drew upon the "system of systems methodologies" (described in Chapter 2) to guide choice of a "relevant problem-solving" approach. This was carried out while recognising that TSI emphasises the possibility of a shifting dominance in metaphor and methodology, and the continual need to keep an eye open for this. Exploring with metaphors led us to believe that there was a desperate need to promote a shared culture in the organization, particularly because of the fragmentation in the "coalition".
