Sample Research Proposal The controversial history of the Department of Education has led to a strongly political presentation of the department in the press. Jimmy Carter's commitment to developing educational programs was a political embarrassment to the Republican Reagan administration, which opposed federal involvement and expenditure for such social programs. At first he and his education secretary (Bell) tried to dismantle the department, but when they found that was impossible, they simply cut back on its programs. From the conservative point of view an even better solution was found in the naming of the outspoken William Bennett as secretary, who used the position to express conservative attitudes toward education and to attack the educational establishment. Thus the Republicans could use the department to send a strong political message and to advance their ideas about education even while cutting back on programs and decreasing federal involvement.
