I. Introduction A. Does access to condoms encourage irresponsible, dangerous or bad  behavior? B. There is a growing number of sex related suspensions in the elementary school section. C. The collapse of young educational ideals is due to dispensing condoms to  younger society, adolescences are therefore deemed obtuse and  unqualified to exercise self control. II. First Body Paragraph (1 st  supporting reason) A. Promoting condom usage and even distributing them in schools portrays  uncommitted attempt to stop underage sex.  B. If administrator tell children not to have sex but ten discuss birth control  and condoms they are actually indirectly encouraging them to have sex. C. According to the American Journal of public health: making condoms  available to youth could definitely promote sex and therefore pregnancy  and sexually transmitted diseases because overtime the use of condoms
