What is a RAC? The RACs detect and correct past  improper  payments so that CMS, carriers, FIs, and MACs can  implement actions that will prevent future   improper payments. The RAC program’s mission: "To reduce Medicare  improper payments through efficient detection and  collection of overpayments, the identification of  underpayments, and the implementation of actions  that will prevent future improper payments.”  RACs would use independent contractors  and their  subcontractors  to accomplish the program’s  mission.
