Learning Disabilities 1963 –Birth of the term Learning Disabilities April 6 th – Samuel Kirk, prof. at Univ. of Illinois used term to describe “children who have disorders in development of language, speech, reading, and associated communication skills” to a group of parents concerned about their children‘s school failures Association of Children with Learning Disabilities formed shortly after that event

Pre-2004 IDEA Assumptions LD = Neurological dysfunction – medical abnormality in the brain Evidence = Discrepancy between achievement & potential (ability/IQ) Assumes average IQ (based on Stanford Binet) Standard Achievement Score compared with expected performance based on IQ test Assumed some level of brain damage resulting in errors in perceptions, attentions, information processing, reasoning and memory.
