Finishing up Civil Rights Gender: An Equal Rights Amendment? Proposed amendment that banned gender discrimination. Passed in Congress, failed to be ratified by ¾ of the states. Legally, gender discrimination – “quasi suspect” (contrast with suspect classification ) Age: Franchise expanded to 18 and up, 1971. Contemporary issue: Felon Disenfranchisement, varies state to state. Reminds us that voting rights are decided by the states, with important federal protections.
