Sheet1 Page 1 CONSULTING CONTRACTS BACKGROUND: The city enters into consulting contracts for professional services which include land surveying, engineering, architectural, electrical and mechanical engineering, and miscellaneous consultant contractual services. During the six month period ending _____ , $_____ million was encumbered and $ _____ million was expended for consulting services from the various operational departments. To comply with state statue, the city has a review committee composed of senior management. All request for proposals are approved by the committee before being sent out for bids. In addition, all bids are screened by the committee and the successful bidder is selected by them. The audit will be limited to the review of consultant contracts for legal compliance and payments made for professional services within the practice of architecture, professional engineering, landscape architecture, and land surveying as defined by state law (Consultants Competitive Negotiations Act). SCOPE: The audit period is for the last six months for analysis and test work, and the last day of the field work for internal con- trol evaluation. PLANNING: 1. Prepare and send an entrance letter to the Director of Public Works, Water and Sewer departments. 2. Prepare a planning program and budget for the preliminary survey work. 3. Review the annual city budget and the capital improvement budget. Obtain a copy of the Consultants Competitive Negotiations Act. Review and summarize the pertinent sections. 4. Discuss the scope and audit direction with the Audit Manager. 5. Schedule and hold an entrance conference with the Director of Public Works in order to discuss the upcoming audit. Obtain the name of the department's contact person and secure a place from which to conduct the field work portion of the audit. 6.
