Sheet1 Page 1 PERSONNEL AUDIT BACKGROUND: The city's work force is comprised of over 4,000 full-time permanent employees. The personnel costs associated with these positions represents 60% of the annual budget. This amounted to over $100 million. The Civil Service Rules and State laws govern the city's personnel process. These rules and regulations require that an annual audit be performed on the city's personnel process. The administration has determined that the Internal Audit Department shall conduct the annual audit. Our reports are presented to the Civil Service Board and the Mayor. SCOPE: The scope of the audit will be the personnel transactions for last fiscal year. Tests will be performed in order to determine if the city's personnel function is in compliance with the Civil Service Rules and Regulations and the associated Special Acts of the State Legislature. PLANNING: 1. Prepare an engagement letter and forward it to the Director of Administration. 2. Review the Civil Service Rules and Regulations and Special Acts of the State Legislature summarizing the pertinent sections. 3. Discuss the direction and scope of the audit with your team leader. 4. Prepare a planning audit program with time budget for the preliminary work and get team leader approval. 5.Hold an entrance conference with the Director of Administration and obtain the name of the personnel contact person. Also obtain a place to work within the Personnel Division. 6.
