Chronology 1958- Us and soviet union voluntatarily ceased nuclear testing pending the negotiations of a test ban treaty 1 st Sept 1961 – Soviets ended the break by conducting over forty nuclear tests withing two months. 5 th Sept 1961 – Kennedy authorizes resumption of US nuclear tests 2 nd March 1962 – Kennedy speech on television and radio on Nuclear Testing and Disarmament, in which he explains US nuclear policy 2 nd July 1962 – Raul Castro, minister of Cuban Armed forces convinces Khrushchev in Moscow to step up aid. They agree of installing missiles on Cuban Soil starting that fall. 31 st August 1962 – First reports of Soviet missiles being present on Cuba. Reports made by Cuban refugees and informants to Senator Kenneth Keating of New York, who promptly tried to warn the president and was curtly brushed aside. 14 th Oct 1962 – Discovery of soviet missile site construction by U-2 photographic reconnaissance.
