Ever since the Revolution, Americans have distrusted government, but they created the most comprehensive and inclusive system of public schools in the world. Americans developed the most decentralized system of school governance in the world, but public schools across the vast country have been more alike than different. The leading state superintendents of the 19th century had nowhere near the formal powers of superintendents today, but they had great influence in shaping both educational ideas and institutions. Often the governance of 19th century urban schools was chaotic, but classroom teaching was relentlessly lockstep. By contrast, in the rationally organized bureaucracies of the 20th century, the meticulous plans of the central office were often disconnected from actual instruction.
