Q) Contrast the three major approaches within the classical viewpoint: scientific management, bureaucratic and administrative management. Explain the criticism levied against these theories. Management has always existed in some form or other, probably as early as human civilization. The evolution of management thought may be divided into three stages: The Classical Theory of Management The Neo-Classical Theory The Modern Management theories The Classical Approach The classical approach is based upon ideas generated in the late 1800s and early 90’s, it is based upon economic rationality of all employees. The classical approach to management has three branches which feed on the same viewpoint. These branches are: Scientific Management Bureaucratic Organization Administrative principles Scientific Management: The scientific management is primarily attributed to the ideas and works of Fredrick.W.Taylor, who is also known as the “father of scientific management”. Some of the other contributors to this school are Frank and Lillian Gilbreth, Henry L. Gantt, and Harrington Emerson. Features of Scientific Management: It is a systematic and analytical approach to solve industrial problems. 1

It implies scientific techniques in method of work, recruitment, selection and training of workers. It Works for Human Resource Department. It attempts to discover the best method of doing work at the cheapest cost. It discards the old rule and thumb approach. Bureaucratic Organization: Based on writings of Max Weber, it is one rigid form of principle similar to the ones proposed by Henry Fayol. Weber looked for rules to eliminate managerial inconsistency leading towards inefficiency. He believed that there should be strict adherence to rules which would make bureaucracy a very efficient form of organization. Basic Characteristics: “A division of labor by functional specialization.” (J S CHANDAN,1987) A well defined hierarchy of authority. A system of rules covering duties and rights of employees. Selection and promotion on basis of technical competence and excellence. ( J S
