Abstract This paper has studied the Prisoner Entrepreneurship Program of Houston and has tried to find out the key success factors. Established in 2004, the Prison Entrepreneurship Program (PEP) is a Houston-based nonprofit organization. They’re pioneers of innovative programs that connect the nation’s top executives, MBA students and politicians with convicted felons. Their entrepreneurship boot camp and re-entry programs are proven solutions for reformed inmates who thrive on challenge and accountability. This paper, by doing research of the nature of crime, characteristics of criminals, recidivism, causes of recidivism, and combining findings to PEP, concludes that the key success factors of PEP is first, the program is designed in a way fit the nature of criminals and combine their characteristics to the futures of social entrepreneurship; second, It has professionals manage it in a professional manner. 2

Their success hinges on the execution of this mission and on the application of their core values. Catherine Rohr is the founder of PEP. Prior to founding PEP, Catherine worked in private equity as Director of Investment Development for American Securities Capital Partners in New York City, and as a venture capitalist at Summit Partners in Palo Alto. She worked with more than 4,000 CEOs and generated $32 million in equity investments in her investment career. Catherine earned a degree in business administration from University of California Berkeley Haas School of Business. 2
