Why do we need government? There are limited recourses and government is necessary in resolving conflict over these limited resources by peacefully determining their allocation. Politics is how people attempt to manage conflict by determining who gets what, when, and how. Solution to Conflict Management rules and procedures bargaining and compromise political institutions Nations and Decision Making Large number of participants Issues may be complex monitoring and enforcing agreements is difficult 2 Defining Characteristics of Government 1) legitimate use of lethal force 2) decisions affect entire society What constitutes the work of government? Production of Public Goods Non-divisible Non-excludable Regulate Negative Externalities (Public Bads) Other Roles of Government MOST IMPORTANT: Protection/Maintenance of Social Order Common Defense Insure Individual Liberty + Equality Promoting Social Welfare Choices in Democracy Combine and rank preferences
