Begin with an abstract concept 2. Attempt to define concept in a meaningful way 3. Decide in specific terms how concept is to be measure 4. Attain a definition that is sensible, close to 5/27/11 Political Measurements Must correspond closely to the original meaning of a researchers concepts.
