The United States was engaged in several expansion that including Hawaii, Philippines, and Cuba. As crazy as it sounds, the policy was largely rationalized because "everyone else was doing it." If the United States did not grow and expand in its territories and possessions, then everyone else would and the U.S. would be viewed as a weak power. Around this time the U.S. was first coming on to the world stage and eager to establish itself as a force to be reckoned with....
