The military should look for whatever they consider to be their own property since they have the resources to do so like manpower, money, time, etc. Since they didn’t look for the plane they basically disowned it. So in that cause Mr. Champlin didn’t really have to consult the Navy to find the missing plane because it was not owned by the military and anyone who stumbled upon it could claim it. Champlin used his own time, money, and effort to find this plane so he should have been given something for this labor. It was unethical for the military to try to take back something they disowned for years at a time and didn’t think twice about. However looking from the Military’s point of view on things they could have also been planning to look for it in a few months or years but were surprised to see a random guy had found their plane. So in this case they would have felt cheated because he was asking for reimbursement for something they wanted to do themselves. As for the laws, yes I believe everyone in general should be aware of these laws in case something like this was to happen again.
