In 1919, having traveled to France, he discovered communism, an ideology which would guide him politically thereafter. While in France, he attempted to petition for Vietnamese independence outside of Versailles, but was ignored. After returning to Vietnam, he began mobilizing local communist groups, which he united into the Indochina Communist Party.
