Notes 2/15 Gunning Key Concepts Domestic Policy: o Rise of USA as a social welfare state. o When the government provides a degree of economic stability for citizens. o 1787-1933 Federal Government provides no direct payments to citizens. Consequences of Change o Agricultural Economy > Industrial Economy o Nation of farmers > Employees o Cottage self-sufficiency > wage economy o Consequence: Increased vulnerability to boom and bust cycles of a market economy. Social Darwinism o Application of evolutionary theory to public policy o “Survival of the fittest” applied to social class. Wealthy must be “fit” and poor “least fit” o Helping out poor people would be unnatural harm the species. Lessons of Great Depression o Even “good people” can be poor as a result of forces beyond their control o Sometimes simply don’t exist. o Shift in attitude about government assistance to citizens. Why the Federal Level?
