BUS353-01 Labor Relations Preliminary Negotiation Exercise Background: Horton, Plastics, Inc., operates two manufacturing plants (St. Louis and Kansas City) that produce plastic injection molding products. The company’s products are sold to regional manufacturers and some local defense contractors. The employees at St. Louis and Kansas City are represented by different unions, and the St. Louis plant is currently preparing for negotiations. During the company’s early years management used an authoritarian approach and ignored employee requests for improvements in work conditions. The employees became dissatisfied with the company’s strict and arbitrary policies and a unionizing effort resulted at the St. Louis plant. Following a hostile campaign, the St. Louis employees overwhelmingly elected Local 135, Federated Plastic Workers, as their exclusive bargaining representative. The negotiation of the first contract led to a five week strike during which the company hired permanent replacements. The strike ended with insignificant
