The Evolution of Educational Standards For many years everyone believed in the bell- shaped curve which meant some students excelled, some learned the material at an acceptable level, and some failed to learn. A shift in educational practices occurred because our economy was changing, a political environment occurred in our competitive world where we were thought to be “at-risk,” and a growing amount of research was saying our schools could do better.

The Standards Movement… Many people felt the shift to a standards-based education came after the 1983 publication called A Nation at Risk ” by the National Commission on Excellence in Education ( NCEE). The report sharply criticized educational practices in our country, calling our performance mediocre. The commission felt the school’s weaknesses were linked to our nation’s safety, financial security and economic competitiveness. You can only imagine the stir this caused in education!

President Bush held an educational summit in 1987 to discuss these issues. Out of this summit, we eventually ended up with Goals 2000: Educate America Act of 1994. Six broad goals were established to improve this country’s educational system. The word “standards” was not used yet. All of this led to each state developing standards
