To whom it may concern: This memo is to outline the major requirements which need to be filled for the Annual Labor Day fireworks celebration. All of these standards are important to follow in order to ensure the safety of all spectators and individuals involved with the production and set-up of the event. The standards to be followed for this event are covered in NFPA 1126 1.1 – 10.3. There are also standards created by OSHA for explosives and blasting agents, which is the OSHA 29 CFR 1910.109 standard. Storage of explosives is covered under 29 CFR 1910.109(c). The 29 CFR 1910.109(c)(2)(v)(g) standard states: The storage of explosives and explosives containers in the magazine shall allow uniform air circulation so product temperature uniformity can be maintained. This regulation and along with all standards covered in 29 CFR 1910.109(c ) must be followed in order to prevent any situations that could turn into an emergency, concerning the storage of fireworks. In order for this event to take place, it is required that a permit be obtained from the authority having jurisdiction to promote the safety of the production and the qualifications of the pyrotechnics operator. This is the NFPA 1126 6.1 standard. Along with this permit, a pyrotechnics plan must be submitted to the authority with jurisdiction. This plan should include: Name of group, person, or organization sponsoring the event. Date and Time of the event Exact location of the event Name of pyrotechnic operator Number, names, and ages of all assistants Qualifications and Experience of pyrotechnic operator Confirmation of all state and local permits required Evidence of coordinators insurance or fiscal responsibilities Number and Devices to be displayed and operators experience with those devices Definitions of responsibilities of assistants
