Military Powers -Police are civil power of governement -What impact has 9/11 had on this theory -Are we still Hiring/Training "warriors" -Military does not have authority to enforce civil law -Evolotion of policing -vigilants and bounty hunters -State of Winchester -Duty to Help; Crime not to assist -Duty as a citizen, Hue and Cry -study from 5 BC through today -abuse and corruption -What are the obstacles of change? -English Heritage -US common law and our system of policing borrowed from the english -What is Common Law? -not statutes, court desicions -body of law developed in england primarely from judicial descions based on custom and prescedent -Sir Robert Peel (Father of Policing) establishes London police department -the Metropolitan Act passes parliment in 1829 -instituted hiring standards and some minimal training -English=Bobbers, Irish=Peelers -Peel establishes 9 principles 1. Basic Mission=Prevent Crime -What is Crime Prevention? -The anticipation, recognition, and appraisal of crime risks and the steps taken to remove or reduce the risks. -Crime prevention and PR are not the same thing 2. Ability to perform mission was related to public approval. -they are direclty related- better approval, better results, and vice versa 3. Willing co-operation and voluntary compliance to law is related to the respect the community has for police -you need the community to help you, because if the community believes in the law, then they would helpyou enforce them. One cop to thousands of residents doesn't work. 4. Degree of public cooperation is related to the need for physical force. -the more cooperation you have, the less force is needed. Even today, europes police departments do not use a high degree of force today. -Aggressive LE v. Involvement of the community in reducing
