China [email protected] com Abstract-In the information age, e-government has become an indispensable tool for good governance, and an information¡ oriented government has become a key factor for all countries or regions to improve their global competitiveness. E¡ government construction is a complex project that costs substantial investments and involves multiplex Felds, thus it need for sound planning as a basis. On the basis of expatiation on the concept and signiFcances of e-government planning, this paper analyses the main problems and their causes in China's e-government planning, and then propose solutions to these problems. This research may redound to all levels of government in China on developing sound scientiFc e¡ government planning. INTRODUCTiON In the global tRend of infoRmation technology, the development of e-goverment will diRectly affect the competitiveness of goverments, and become an impoRtant indicatoR to meas¢£e the level of development of theiR countRies. The United States put foRwaRd the objective to t¤¥nsfoRM the Goverment by taking advantage of infoRmation technology in 1993. [¦] Canada goverment, in 1995 also focuses its attention on infoRmation technology with ' gReat passion in the bluepRint of public administRative t¤§sfoRMation. E-goverment has been RegaRded as an effective pRescRiption to impRove the goverments¨ public seRVice and to substantially Reduce public expendituRes. [2] FoR China, e-goverment not only means that the goverment can deal with public affaiRs oveR the Interet, it is also a pRofound Revolution in the goverment itself because it will bRing gReat change to the oRganizational stRuctuRe of the goverment, the behavioR manneR of the goverment and even the administ¤ative cult¢£e of the goverment , and thus theRe should be "a public administRation in the pRocess of tRansfoRming its interal and exteral Relationships with the use of mode© infoRmation and comm¢ªication technology.«[3] A¬eR moRe than ten yeaRs of development, China¨s e­ goverment has made consideRable pRogRess. AccoRding to a Recent s¢£vey, 84.92 peRcent of local goverments have caRRied out theiR e-goverment systems moRe foR than one yeaR and 51.4 peRcent even moRe than ®ve yeaRs, only 8.38 peRcent of local goverments¯ e-goverment systems have not yet been caR¤ied out.
