1. The framers wanted to create a powerful national government with safeguards against misuse of that power. To do so, the framers included three limitations in the Constitution: separation of powers, federalism, and the Bill of Rights The framers have placed such limitations on the government they had just created because they were afraid of giving power to someone to control all over the country like England did. Therefore, they wanted to create a new government that would not tax them and regulate trades. 2. The Federalists favored a strong national government and supported ratification of the Constitution. The Antifederalists opposed the Constitution because they feared that a strong national government would revert to tyranny.
