Democracy and Autocracy Democracy:  Regime in which all fully qualified citizens vote at regular intervals to choose, from  among alternative candidates, the people who will be in charge of setting a state’s policies. Definitions teacher likes better: A system characterized by free elections –  LIPSET Main officers selected in competitive elections in which most can participate –  Samuel   Huntington A system in which parties lose elections –  PRZEWORSKI Free elections and civil liberties = democracy. FREEDOM HOUSE – annual index – NOT just democracy but whether basic civil liberties  (including freedom of expression, assembly, association, education and religion) are respected Categories of FREEDOM HOUSE – scale of 1 to 7. 1 is absolute democracy, 7 is dictatorship FREE PARTLY FREE (often states plagued by corruption and conflict have some civil and political  liberties) NOT FREE Bangladesh – generally democratic – military coup – tells human rights group to lie down in their  grave EXAMPLES Israel – 2010  o Political Rights Score:1 o Civil Liberties: 2 o Status: Free Sudan – 2010
