The National Forest Management Act of 1976 The National Forest Management Act (NFMA) is considered to be one of the most prominent and leading environmental laws that direct the management of the national forests. The NFMA is actually an expansion and reorganization of the Forest and Rangeland Renewable Resources Planning Act of 1974. The NFMA contains twenty-one sections; however, Section Six, National Forest System Resources Planning , establishes and summarizes the intent and purpose of the statute. According to the statute, it is the responsibility of the Secretary of the Department of Agriculture to carry out the objectives set forth in this act. The statute maintains that the Secretary is to devise plans that will “provide for multiple use and sustained yield of the products and services obtained there from in accordance with the Multiple-Use, Sustained-Yield Act of 1960, in particular, include coordination of outdoor recreation, range, timber, watershed, wildlife and fish, and wilderness.” Watershed is an area of land above a given point on a stream that contributes water to the stream flow at that point. The plan must also establish forest management systems, timber harvesting levels and procedures that will govern timber harvesting, and determine the accessibility of lands and their appropriateness for resource management. The suitability of the resource management is determined by environmental and economic analysis of the management practices. In order for the Department of Agriculture to revise or develop a plan pertaining to the interest of the nation’s national forests, it must first go through a set of procedures. This process is similar in many ways to the process established by the National
