Lecture 3: The Policy Process Part Deux 15:22 Deliberation & Conflict  Deliberation o Deliberation and debate serves man purposes during the legislative  process: Finding outcomes Voices opinions Through the committee processes Floor debate Information deliberations – personal discussions o The more significant the legislation, the more deliberation involved o Compromise is often a product of deliberation o Compromise may also encompass other outside factors such as deals,  pressure, bargains Debate and Conflict  o An essential and vital core of politics o The role of debate looms large in the origins of the constitution. Proof? 3 branches of government checks and balances 2 houses of legislature 2 party political system (but not in the constitution) Morality & Ethics Role of Morality in Health Policy  o Why has it taken us so long to pass federal health legislation?
