If the mayor chooses to build the nursing home somewhere else so that the seniors will have a place to live, then it will be consistent with each persons rights. The last moral standard is justice which is the fair distribution of benefits and burdens. Will the action lead to a just distribution of benefits and burdens? If the mayors actions are for the town to build another nursing as well as let the mall and resort come to town then the action will lead to just distribution and everyone will benefit from his decisions and the burdens of the town and economic down fall will be better....
