Work Opportunity Reconciliation Act (PRWORA) was created as a means to end the welfare system. The plan was too limit the program over time to limit the amount of people who would require the welfare system. The welfare reform law made no actual change to the Medicaid program but in fact limited those who could become participants of the program. In this way the federal government would save money on the how many people it paid out to yearly. People who were on welfare at the time the law was passed were still receiving adequate coverage and did not loose any necessary Medicaid. .A good example of this would be that under the new law, natural citizens as well as non citizen immigrants who who had established citizenship before August of 1986 would not be eligible for SSI. Many who had to then requalify for SSI under new criteria still qualified for Medicaid. This included the need for a medical insurer such as Medicaid had provided. It still allowed those who needed the assistance to remain active participant while eliminating those who didn’t actually need the assistance. This redefined the programs intent to cover those who were in the low income poverty bracket as well as the elderly and those with disabilities. One year prior to the laws passing in 1995 there were over 40 million people participating in the Medicaid Program costing the government over 150 billion dollars.
