Individuals represent a third level of analysis. Individual actors include: Heads of governments, multinational corporations, and heads of international institutions. Individual actors are responsible for making decisions to fight wars or pursue international agreements. Liberals and constructivists argue that individuals matter, while realists argue they have no impact.
