Prohibition against Discrimination:   Some laws only apply to organizations that receive Federal Financial Assistance (FFA).  If the hospital accepts Medicare or Medicaid funds that qualifies as FFA.    Baylor (in Texas) - you cannot apply these laws to us because we do not receive FFA, we  just provide goods and services that the gov pays for.  Baylor, now accepted that counts as FFA --> gives gov a hook!   Title VI - prohibits discrimination on the basis of  National Origin   --> Gov has interpreted that to mean providing assistance with language translation Gov has made it a  guideline  (less strict than rule) that hosps must "take reasonable steps
