Right to a lawyer, but not right to a doctor Negative rights - constitution of bad things the gov cannot do to you   State Constitutions - find right to education, but still no right to food, housing, health care   US political system is one of the oldest there is. Constitution was created in 1789, and it has  only been amended a few dozen times.  Most other countries have changed their  constitution since WWII --> Most countries now include affirmative rights in their constitutions, but at the time the US  constitution was created this was not a standard for gov.    The gov is not liable for failing to help people, bc there is no constitutional right for the gov to  provide services for you.  The gov just cannot harm you.    There is no constitutional obligation for the gov to have a Medicare or Medicaid program.  However, congress and the state govs have chosen to pay for some health care services.
