Unformatted text preview: 1. No one can predict a natural disaster or world crisis. When a hurricane or flood or a pandemic strikes a country, who is most likely to respond first? Which economic system is the best solution to handling a crisis of epic proportion? "When an emergency situation such as natural disaster develops, the first people on the scene are usually police officers, firefighters, and paramedics, or emergency medical technicians." (U.S.Legal, Inc, 2010) They are first responders who are trained to respond quickly in emergencies. First responders main goal is to make sure people are safe which includes, evacuating if needed, rescue, crowd control, and medical attention. Soon after first responders do their job Americas Red Cross, FEMA, Nation Guard and Coast Guard, and Department of Homeland Security will come in and do their best to help victims of natural disaster.
