Management Information Systems Canadian Gun Registry – A Boondoggle Or A Complex Project P a g e | 1 Problem Recognition Gun registry was formed for proclamation of gun control legislation involving registration of all existing firearms. To be able to track any firearm, especially if used in unlawful activity, collect and store related data in a large national database. But since its inception it involved large cost overruns and expensive computer software that didn’t work. Mentioned below are few problems mentioned in the case. 1. Information system cost was not calculated. 2. Lack of project planning and cost control. 3. Obsolete computer systems. 4. Political interference. 5. Technical problems in customized software. 6. Lack of project co-ordination. 7. Existing unreliable data. 8. Use of complex applications. 9. No inputs from firearm owners and local law enforcement. 10. Lack of system security. 11. Poor project management. Q) Classify and describe the problems the CFP faced in implementing its new registry system. What management, organization, and technology factors caused these problems? Ans. CFP faced all of the above listed problems while implementation which can be categorized in; 1. Organizational:- Awareness of system implementation, procedural changes, employee participation and involvement, standards and performance monitoring, employee grievance and government regulatory compliance. 3. Technological:- Obsolete computer systems, technical problems in customized software, existing unreliable data, and use of complex applications and lack of system security. Due to the lack of management support and project coordination the project’s cost shot up by leaps and bounds. There was no proper supervision to monitor the performance of different departments and the team involved in implementation. Government did not extend their support in customising existing software which could have curbed the situation and all the technical turmoil. People were not aware of the new system process and they were trained to use the new software, which resulted in higher costs. There was no user-designer interaction nor was the local law enforcement involved, so that the software can be made user friendly and without any flaw. Employee grievance was not entertained nor catered to resolve the issue, which resulted in non cooperation turmoil.
