Releasing Protected Health Information     2 The US (United States) Congress passed HIPAA (Health Insurance Portability and Accountability Act, effective from July 1, 1997 onwards) in 1996. The act was passed to regulate the fraud and abuse in delivering Health Insurance and Health Care Delivery. Moreover, the objective was to re-iterate the health care system by making it efficient and effective. This was done by continuing the health insurance coverage and providing for the strict rules and actions to be taken against those who did not follow any regulation issued by HIPAA. Agents representing many agencies are entitled to ask for Protected Health Information (PHI) from any patient. This information is easily comprehendible by the individuals. It includes basic information like name, date of birth, contact info, occupation, Medicaid ID number and Social Security. Government can inspect the medical records of any individual at any time. As a result, it is the duty of State Agencies to have an updated record of the people who are seriously ill and also their birth and death. The state agencies like Medicare, Medicaid, Military and Intelligence
