3 Canadian Labour History: Setting the Scene 1850: a minority of Canadians worked for wages. 19th century: skilled workers tried to unilaterally set wages. Master Servant Act (repealed in 1877) workers who quit their jobs without permission could be jailed. 1870s: average work week was 63 hours. 1872: a printer’s union struck for a 54 hour/work week. 1894: Labour Day statutory holiday.
