Recommendation in quality circles is binding in Japan but not the US, takes away how people think of quality service Impersonality + Positions interact, persons do not Negative- Alienated workers believe company does not care Solution- Various “personal” touches by management- “Managing from the heart” Written Rules/ Procedures +Coordination, control, consistency Negative- Goal Displacement, workers lose sight of goals or organization -goals of the organization are replaced by rules of the organization
