Education AC I affirm, Resolved: The abuse of illegal drugs ought to be treated as a matter of public health, not of criminal justice. I offer the following definitions from the Merrian-Webster Dictionary: Abuse : improper or excessive use or treatment Ought : used to express a moral obligation Public health : the art and science dealing with the protection and improvement of community HEALTH by organized community effort and including preventive medicine and sanitary and social science Oregonlaws.org defines Criminal Justice System : "Criminal justice system" includes all activities and agencies, whether state or local, public or private, pertaining to the prevention, prosecution and defense of offenses, the disposition of offenders under the criminal law and the disposition or treatment of juveniles adjudicated to have committed an act which, if committed by an adult, would be a crime. I value morality since ought implies a moral obligation. The aff burden is to prove that there is a moral obligation to treat the abuse of illegal drugs as a matter of public health, so the reciprocal neg burden is to prove that there is a moral obligation to treat drug abuse a matter of criminal justice. Reciprocity dictates that the negative should defend the converse of the resolution, i.e. illegal drugs abuse ought be treated as a matter of criminal justice. Otherwise, the negative has to defend half as much as the aff. while garnering access to much greater and more variable ground. Permissibility frameworks do not provide for equitable burdens. Reciprocity is key to fairness since both debate is a competitive activity which mandates equal access to the ballot. Further, borders and nations are arbitrary constructions. The creation of borders is based on conflicts for power and decided by the victors of wars, not by any legitimate moral code. As a result, there is no difference between members of different nations since the difference is arbitrarily constructed. This means that programs in one country would have effects tantamount to another. The standard is promoting effective education . First, people have an inherent right to education since it is essential to access all other rights . The Right to Education Project explains : As well as being a right in itself, the right to education is also an enabling right. Education ‘ creates the “voice” through which rights can be claimed and protected ’, and without education people lack the capacity to ‘ to achieve valuable functionings as part of the living ’. If people have access to education they can develop the skills, capacity and confidence to secure other rights. Education gives people the ability to access information detailing the range of rights that they hold, and government’s obligations. It supports people to develop the communication skills to demand these rights, the confidence to speak in a variety of forums, and the ability to negotiate with a wide range of government officials and power holders. 1
