Construction at the Turtle Bay Sanctuary (an estuary) is affecting the salinity of the water. A rare species of snails cannot tolerate high salinity levels, will they survive, or will the construction need to be stopped?

Over the past 3 years, there has been a large amount of construction and development near Turtle Bay Sanctuary to the point where the Department of Natural Resources is concerned that construction is affecting the salinity of the water. The salinity of water poses great danger to a few protected snail species in this estuary, which cannot handle salinity higher than 6 parts per thousand (ppt) for an extended period of time. The original salinity of the estuary varied between 2 and 4 ppt. If the salinity has exceeded the danger ppt, then construction will be stopped and re- evaluated. Looking at the pictures, it seemed as though the construction was not affecting the snails. There were also turtles and a great blue heron in the picture, all of them looked like the construction had no effect. Through these observations, we were able to hypothesize that the salinity of the water is not high enough to kill the snails, construction having minimal effects. Rather, we predict it to lie in between 4-5 ppt.
