Government 312L Notes Test II Monday/Tuesday 7-25 to 26 Intro: evaluating the end of the Cold War - The remarkable nature of the end o 4 different sides for the end of the Cold War: Either Reagan or Gorbachev ended the cold war Containment ended the cold war Communism as a system of government failed. Good in theory, bad in practice o Russia had to change politically and economically after the end of the cold war, but they still favored an iron fist and thought that democracy was still corrupt o By the 1970s, it looked as though the Soviets were winning o 1979 – The Iranian crisis o The reunification of Germany, and it would become a part of NATO o The soviets give up satellite countries in Eastern Europe, they join NATO, and then the communist party disintegrates at the end of 1991 and the USSR breaks up into 15 states o Gorbachev willingly gives up sphere of influence in Eastern Europe o IF we didn’t go to war, the world would go to a multi-polar system where a lot of countries are in power such as Germany Levels of analysis and the end of the cold war - Problems of systemic level o Difficulty explaining change Survival is key, this is from the fact that there is no overarching world government Realists believe that the Soviets committed suicide because of the redistribution of power. Other countries like Germany and Russia should have bound together against the rising US power. NATURAL BALANCING. Better to strike out now while you have some relative power. THE WEAKER STATE SHOULD LASH OUT AND NOT GIVE UP LIKE THE SOVIETS DID. o Soviet Union’s “unrealistic” behavior - National Level o The long-term political and econo mic syste m of the Soviet syste m failed a nd caused the of the CW. Especially their econo mic policies. Com munism was gre at in theory but faile practice. o Side note: Movies and media influence countries – this is called soft power. Hard power is guns and tanks and jets. Media influences states. o Shift from ideology to system success - Emphasis on individual level o Prominent role of individual actors Ronald Reagan Was largely responsible for the end of the CW.
