As a result, when Gorbachev came to power in March 1985, the Soviets were maintaining the cold war status quo. It was Reagan who was moving toward a more moderate stance by mid decade: He put some far reaching arms reduction schemes on the negotiating table in 1983 and made a major conciliatory speech in January 1984. In early 1985, when Gorbachev rose in the Kremlin, several panels of leading American scientists had stoutly declaimed Star Wars as an unworkable and dangerous addition to the nuclear competition, one that the Soviets could easily counter, but would nonetheless view as mounting a potentially first strike threat against them. At that pivotal moment, virtually no one in policy-responsible circles believed that SDI as articulated by Reagan was a plausible concept Gorbachev's thinking about issues of nuclear stockpile maintenance, verification. The result of this and many other such intellectual inroads was the 1988 treaty language
