Unformatted text preview: Project and Construction Management Project and Construction Management Lecture # Lecture #18 18 Labor Relations Labor Relations Luis Prieto-Portar 2010 The construction industry is the nation’s largest employer. Projects may be so large that they can involve workers that belong to a labor union working alongside others that may not. The contractor will be the principal player in managing the complex and ever changing labor conditions of labor. The RPR ( RE ) role is usually restricted to be an impartial observer . The RE must include information on the labor conditions in the Daily Report (or Daily Diary ), and keep the Owner aware of any condition that may affect the roject. However, the E must never express an opinion n specific labor relations project. However, the RE must never express an opinion on specific labor relations to anybody on the jobsite, except perhaps the PM ( and then, only orally). If conflicts erupt, the RE must never take sides, no matter how much sympathy is felt for any side. All of the RE ’s relations with labor must be conducted through the contractor’s superintendent. The only exception to this rule is during an emergency handling of an imminent hazard. The RE can not take part in the labor negotiations, but must check that the resolutions between the parties are in conformance with state and federal laws. Construction Unions. Labor unions are very influential in the construction industry. They have made important contributions to the training of apprentices, journeymen , and masters in all the construction trades. Unions are a stabilizing element in a chaotic industry, by providing Union Halls which are dependable local sources of skilled and experienced labor. Many contractors visit these halls to contract labor at established fixed wage levels. These pre-negotiated wages permit the contractors to provide competitive bids ithout worrying about wild fluctuations in prices. without worrying about wild fluctuations in prices....
